An additional two individuals are now in custody in connection with a theft at London's Heathrow Airport where 21 people were injured by what is thought to be pepper spray, according to police.

A 24-year-old man, was arrested in the Lambeth area on suspicion of robbery and assault and a 23-year-old woman was detained on suspicion of conspiracy to commit robbery. Both individuals remain in custody, authorities confirmed.

The arrests follow a probe into an attack at the multi-level parking garage at Terminal 3 this past Sunday. Prior to the incident, two women had stolen from them their luggage after getting out of a car park lift.

A three-year-old girl was among the injured during the incident. Five people went to hospital for medical care and were later released.

Police arrested a 31-year-old man on suspicion of robbery and assault close to the location. He has since been released under investigation as the investigation proceeds.

Authorities were called at approximately 8:10 in the morning GMT after reports came in regarding several individuals hurt by an irritating chemical thought to be pepper spray.

The assault - which authorities stated was a standalone incident and not being treated as terrorism - resulted in train delays and the temporary shutdown of the Central Terminal Area tunnel and the T3 parking facility briefly.
